The evidence Sport England gave the Committee indicated that many procurement decisions were reported by WNSL as faitsaccomplis . Sport England blamed the uncertainty over whether athletics was to be part of the project for a siege mentality adopted by WNSL in contrast to its previous openness over the design process . We have identified the more probable cause as being WNSL ‘s perception that , once the Lottery money was spent , Sport England ‘s legitimate role in the decision-making process was at an end . This is deplorable and should have been identified and tackled by Sport England .We are led to wonder whether the serious failings of Sport England are confined to Wembley or if other projects are in a similar parlous state (Wembley National Stadium Project : Into Injury Time , pg 6 ,2002 )Ever since London was crowned with the highly venerated event of Olympics for the year 2012 , back in July 2005 , there has been a barrage of intense speculations about the city ‘s capacity to be prepared on time for the occasion . In this regard the construction of the New Wembley Stadium-one of the London 2012 venues where the football finals will be played-has raised many questions . The erection of the stadium proved all initial estimations wrong and required a staggering ?798 million . This is almost 79 more than the projected figure that was given at the time the tender was signed . The Australian construction firm Multiplex had originally proposed a cost of ?326 which was later changed to ?445 at the time the contract was signed . It also failed to meet the initial target of completion , the year 2003 and the project-after going through a series of delays-was finally finished in March 2007 (Gysin , 2007 ) “The Government ‘s financial directions require all distributors to have systems for monitoring Lottery projects so that they can be satisfied that Lottery resources are being used for the purposes for which the grant was given and that projects supported represent value for money . Sport England has accepted that its supervision of the project , and in particular its oversight of WNSL ‘s procurement procedures , was not as effective or consistent as it should have been .Sport England ‘s monitoring was clearly hampered by WNSL ‘s management arrangements and the way in which key decisions were made . The David James /Berwin Leighton Paisner Report commented : “As far as we can ascertain the Board may not have always been fully and accurately reported to on significant issues arising concerning the procurement process .
