In a 1987 study done by the National Institute of Justice of the United States , the social cost of releasing a felon out of prison is more than the average cost to keep a man locked up in prison to his serve a life sentence . In 1987 , injury caused by robbery , assault , murder , arson and rape caused about 10 billion in health-related costs while the victim is recovering , plus 23 billion lost since the victim is unproductive in the time or recovery and if there are permanent injury derived from the attack and lastly , 145 billion in reduced quality of life . This is based upon the value of dollar in 1989 , it is time for us to do the math and compare which is more costly (Miller , et al , 1989 . An added fact is that 50 of probationers in 2005 are convicted of felony and 15 for driving while intoxicated . Among those under probation , those who were released under parole reached 12 ,556 parolees for 2005 alone this means a 1 .6 increase of parolees (Glaze , et al , 2005 . This means that 12 ,556 men and women are freed in that year to roam our streets even though they committed crimes such as rape , arson , murder and etcetera . Rate for that matter has the highest social cost since study shows that 43 percent of a sample of 204 rape victims who were examined two days after the incident has acquired sexually transmitted diseases such as HIV . The high cost of maintaining a prison According to a study done by statistician James Stephan of the US Department of Justice in 2001 , it costs the country 29 .5 billion dollars to maintain the country ‘s adult correctional facilities per year . Day to day expenses of all state prisons summed up to 28 .4 billion while the 1 .1 billion left is spent on renovations , building and other facilities .This means that every citizen is paying 104 dollars per year to sustain the state prisons (Stephan , 2004 .
